Salesforce admin

I'm at a small organization that plans to use salesforce for investor and investee management. We're about to start out salesforce integration and I'm curious about the role of Salesforce administrator. What is the role of the administrator? Should that be someone in the business? IT? Or both? Appreciate any guidance yall can share.
