How to raise complain against a person

An Arabi (in assuming of North African Ethnicity) just harassed me and my family in front of me for parking my car barely for 2 minutes in his place while we’re inside having hazards on. I tried to reason with him, were not staying were leaving I was just assigning my maps to the Destination, while he kept cussing me and my mother.

Is there anyway I can bring this person to justice for unnecessarily rudely behaviour ?
