Does this take all creatures, it just the ones that untapped?

During a match, a friend argued that hie does not lose control of his creature with vigilance, because it did not untap. The wording might be a bit confusing, so is he right?

Do I only gain control of creatures that were untapped with Insurrection? Or do I untap all creatures, and gain control of ALL creatures, regardless?
