Quebec tuition rate for Canadians from abroad

Does anyone know why QC allows Canadian citizens who have never lived in Canada before to pay the Quebec tuition rate? A lot of the Americans I meet somehow also have Canadian citizenship and take advantage of that. Most don't speak French either so it feels counterintuitive for the current gov
