While Cloak&Dagger are ulting, can Magneto's ult eliminate them even at 0% charge?

Hey guys. Just curious about Magneto's ult since it's a powerful counter to Cloak&Dagger's ult. I've basically played 1 tank all the way to GM2 and I'm thinking of venturing out to Magneto so I can counter a powerful and commonly used ult.

Can Magneto eliminate Cloak&Dagger with 0% charge on his ult? If not, how much charge do I need at minimum to eliminate the Cloak&Dagger player during their ult?
