Excessive legal fees in landlord dispute case?

My family member is being sued by his former property management company for damages to his unit. The lawsuit claims damages in the amount of $11K but then tacks on attorney's fees of $33K. That seems excessive. Am I wrong?

He is unemployed and disabled. Can he argue for a lower award for legal fees?
