Need helping loosening a bolt

The rivet the pocket clip is screwed into keeps turning when I try to loosen it. I’ve tried to use some rubber to create friction on the rivet and prevent it from turning with the screw but that isn’t working. What can I do?

There’s no way to get oil into the rivet to loosen it that way.
