Dumb tv to smart tv with added ability to play from NFS or local hd?

My step mother had a dumb tv, and we are about to move, and get rid of cable, so I want to turn her tv into a smart tv so she can watch Tubi, Hulu, and what not, but also be able to add a hard drive for locally stored movies, so she doesn't have to hunt down the dvd she wants to watch, or put them on a NAS, and watch them via NFS. I know how to do the NFS/NAS via a Raspberry Pi and Kodi, but that would not let me legally do Tubi, and other sites. I am looking for a one stop solution, does anyone know of any, preferably small, and inexpensive, she does not watch HD content, so nothing really fancy needed.
