Dealership Question

I’ve been shopping around for the 26’ Passport and have a question. I want the TS Elite Blackout in a specific color combination. I went to my local dealership and they informed me they had the spec/combo on the build sheet coming in May. They told me it is TS Elite coming in, but I informed them I wanted to Elite Blackout. They then proceeded to explain that the Blackout package is added by the dealership. The passport comes in and they add all the blackout options at the dealership you’re buying from. Why would they not come that way from the factory? Does anyone know about this? It just seems highly suspicious why they’d want each location to do this when it’s a factory option.
