One thing that really annoys me about something Lucifer said

So Lucifer in that last song basically says that no one has tried to change hell before Charlie but wasn’t there apparently supposed to be an uprising in hell against heaven? Or am I just tripping? Also bro barely was paying attention to hell for the longest time so hell technically has changed a lot over the years based on the ones that actually handle hell. Whether it be overlords or sins themselves.
