Wanted System is messed up

I rarely ever get above 3 or 4 stars before losing the cops normally or calling Lester. But now, after the update with Oscar Guzman, everything's been cranked up to 10. I'm getting 5 stars just for shooting a cop, which would normally earn me 3 stars
