YOU are what lags the Fallout servers, not people carrying 200 lbs over the limit.
Adding that the character is lvl 17, so most likely an alt. You initiated trade and it took me a solid 30 seconds to unfreeze. I legitimately thought I was about to disconnect from the server. This is unacceptable.
