Is Evangelin Jacks’s true Iove? (Once upon a broken heart)

I am about to start reading Caraval and OUABH and I have some questions that could make or break this series

First should I read them in order or does it not matter, what would you guys recommend?

Second is Evangeline Jacks’s true love? I won’t read the book if it isn’t explicitly known/said that she is. I know Jacks was obssessed with the main character in caraval but she chose the other guy. Is this some kind of she is his true love but he wasn’t picked so he settled for Evangeline or is it revealed that she is actually his true love? Can someone please explain the whole situation to me otherwise I won’t be able to get into the book.
