What is that sweeping sound

Has anyone noticed that sort of sweeping or spraying sound in the background of some of Elliott’s songs? It’s most prevalent in i don’t think I’m ever gonna figure it out but it’s also in many other songs like Georgia Georgia, the last hour, and st ides heaven.
