Stolen phone traced again. What to do next!?

A while ago, my friend's phone was stolen at New Delhi Railway Station(26th October). He had came to drop me and in the rush of boarding the train his phone (Samsung S22 Ultra) got stolen. Immediately I tracked phone using "Find My Phone" on my device and I sent my friend to get closer to the location of the phone,meanwhile I went to the GRP Thana to file a complaint and bring along a constable to help (as the area where the thief was headed is not at all safe), but when I got there (GRP Thana), three other people were already waiting with the same issue, and to make things worse, the server was down. This prevented me from filing my complaint at the time.

Then I called my number and asked him whether he was able to get there but before anything could be done, the SIM card was removed, and our efforts were in vain once again.

Today, the phone popped up again through SmartThingsFind. It is located near Majnu Ka Tila. I've no idea what to do next. Has anyone faced a similar situation? Any advice on how to approach this would be really helpful. He is considering contacting the authorities again but keeps telling me the action won't be speedy and once again he'll lose the trace of his phone.
