Help and Advice needed regarding scholarship!!

I happen to be the top rank holder in my college, but my name is not on the scholarship list published by TU. Instead, the second rank holder's name is on it.

Clg ma gayera Kura garnu parne ho ki k garnu parne ho? Maile paune adhikar gumaye jasto lagyo malai.. What should I do on this situation? Can anyone guide me plz..
