How old are these kittens?

Hi, I've been seeing a newer community cat lately, and yesterday realized she's been hanging around because she has kittens! Looking for advice on age? My guess is about a month, but if I wanted to look into TNR for them, I know the age limit is 2 months at the least. Included the best pictures I could get of them as they are living in the neighbors yard (rental property, no current resident) plus best photo I could get of mama. She's real pretty!

I got my own cat about 11 years ago from this same neighborhood and she's also a tuxedo, wonder if they're related hahaha
