4K monitor needs a more powerful rig

Recently was gifted a Dell G3223Q monitor and my current rig is not capable of keeping up. Trying to build something that can play AAA and other titles (Elden Ring, RDR2, The Witcher 3, Overwatch, Horizon Zero Dawn, Valheim) at this resolution, at 60+ fps prioritizing low noise. I think this can be done for around $1200, but its been a while since I've built a PC.

What is your maximum budget before rebates/shipping/taxes?

$1200. This is not set in stone, I'm willing to go up or (preferably) down if this performance can be achieved for cheaper.

When do you plan on building/buying the PC? Note: beyond a week or two from today means any build you receive will be out of date when you want to buy.

Considering the North case from Fractal design because it looks sick and has good cooling potential.

Seattle WA, no Microcenter. No computer store of any kind really.

I'm annoyed by noise so as quiet as possible is the goal.

Minimal design, but no real preference. It seems larger with optimum airflow is the best for noise. Fractal design North is my current pick.

Which is a little bit more than I'd like to pay. Looking for opinions on where best to cut costs in this build. 7800xt is overkill? Obv the cooler and case are a bit much, but I'm willing to splurge in those specific areas.
