What is causing this lighting issue?

I usually have this issue when playing Bo6 where certain entities/objects have a large white light flare. When I was doing some temperature testing, since I repasted my CPU, this horrible instance of lighting happened. I was wondering if this is a glitch or bug, or if this is artifacting from my GPU, or something else could be causing this.
