Format usb hard drive from batocera terminal?

Odd question but here we go.

I have a usb drive that windows cannot recognise, but works fine when connected to my mini PC running batocera Linux. Now, by pressing F1 I can see the hard drive in the file browser and can start a terminal, my bright idea now is to run some form of hard drive format from the terminal and then somehow create a partition for batocera to run on.

In short, I have a 1 TB external drive I want to format and create a 250GB partition to install batocera on. The other 750 I’d like to keep for windows 10.

How can I achieve this via Linux terminal having had very limited exposure to terminal?
