1998 volvo V90 taillight help!

My taillights are flashing one side only, then immediately killing themselves. All my voltages seem to be good, I'm using new bulbs, I can't find a short. I'm just a bit lost, and I think I'm missing something. Any help would be greatly appreciated. Thank you!
