University of Surrey or Kingston University?

So I am an international student and want to do my masters in pharmaceutical sciences and both of these universities are offering it, but I am confused as to what university should I go for. Can anyone help me out with making this decision as both of these courses are ranked as top 2% and 4% respectively from these universities meaning the Surreys one is in top 2% and Kingstons in top 4%.
