Silver equipment from legendary packs

Hello, I’m dynasty level 76 currently, and on level 78 for the questline. I’m saving legendary packs to hopefully get some nice silver gear that will see lengthy use, opened one test pack and everything was still steel. How can I determine when it’ll turn over to silver rewards? What do the packs scale off of? Thanks!
