team collaboration aka cheating

I was pretty shocked when watching a recent episode this season where teams gave their buddy teams the answer to the puzzle. I thought for sure Phil would give them a 30 minute or one hour penalty when hitting the mat but he didn't. My how the rules standards have fallen.
