Unable to finish all questlines

So I checked the wiki on every single quest to make sure I completed them, I found out there is only one I can't even complete anymore, it's called "In Chains", basically the armed wanderer is supposed to tell me to save the the master-at-arms who's being held at the cursed broch.

But here's the thing, I saved the master before I even knew about such quest, so now it's basically impossible to get it, what can I do?

TL;DR: Can't finish all questlines due to being unable to get a certain quest
