English Comp. Submit essay below minimum word count?

I'm on the last touchstone (argumentative) and I'm struggling to meet the "minimum word count" they're asking for. I haven't submitted my touchstone yet, but I'm tempted to despite this. I have my four sources provided and cited but I feel that If I want to say anything more that additional citation will be required...but they only want 4 citations.

Do you get penalized heavy for submitting touchstones below minimum word count? (In my case, 200)
