Has anyone had this happen to them with USPS?

I ordered a box set of the dog series from the sonnyangelUSA site and they were supposed to be delivered today. I wasn't home at the time and I got this notification. I went to the post office to just go pick them up because I really wanted them and once I got there they told me it was a "restricted order." The USPS worker asked me how old I was because apparently there's an age restriction??? They then told me I could pick them up tomorrow and I can not schedule a redelivery. Is this normal when you order from the sonnyangelUSA website?
