Activities inconsistent X1S

For a very simple activity such as following, my tv only turns on/off maybe 50% of time I start the activity. If I go into the device instead, the power on/off button works 100% of time so I don't think it's an IR issue, what am I doing wrong?

Also, if my tv turns on my receiver, is there no way to make an activity that doesn't include the "power on receiver" command? I can't seem to delete it from list but need to check it to get the input switched
