Does Ulysses S. Grant Deserve to Be Ranked as a Top 10 President?

Ulysses S. Grant isn't my favorite President. He didn't have the best economic policy, his treaty to annex Santo Domingo failed, and he backed off on Reconstruction in his last two years in office. That's to say nothing of his administration's scandals, although Grant was more proactive in rooting out his government's corruption than later Presidents like Harding, Nixon, or Reagan.

With that being said, if you compare Grant to most Presidents who historians tend to rank in the bottom half of the top 10 (Truman, Eisenhower, JFK, Reagan, and Obama) his record holds up well. He reunified the nation during Reconstruction, helped pass the 15th Amendment, signed major civil rights legislation including the 1875 Civil Rights Act, created the first national park, established the Civil Service Commission, laid the groundwork for positive Anglo-American relations, signed a bill mandating equal pay for male and female federal employees, and all but crushed the Ku Klux Klan. Although he significantly erred in his Native American policies, he still oversaw a general decline in violence between Native Americans and settlers. While Reconstruction failed in the short term, Grant was the best civil rights President up to that time except for Lincoln, and his efforts to amend the Constitution allowed for the passage of the 1965 Voting Rights Act.

Grant's administration was actually less corrupt than Reagan's if you look at the number of officials indicted, but Reagan is consistently ranked as one of the top 10 Presidents by historians. JFK had the Bay of Pigs fiasco, Truman had scandals and he failed to accomplish most of his domestic goals, Eisenhower oversaw various coups and he did nothing to help Martin Luther King, Jr. get out of jail in 1960. LBJ is sometimes ranked in the top 10, which he arguably deserves based on his towering domestic accomplishments, but the Vietnam War drags him down. Overall I don't think that Grant made more or greater mistakes than most of the Presidents in this #6-10 range. Should Grant be ranked as a top 10 level President?
