Will it be possible to transfer Pokémon from Pokémon Bank without having to pay?

Hi everyone, I don't know if I am in the right place to deal with my problem but I hope I will find help here. My case may not be that much special: I have a lot of Pokémon on my DPPt/BW/B2W2/XY/ORAS games (especially events ones) that I have never been able to transfer to SwSh because of the Pokémon Bank subscription. I recently heard that it will came free in March 2023 so I was glad to hear that, but the issue is that I do not have Poké Transporter on my 3DS, so I fear that I would not be able to transfer my good old Pokémon anymore. I looked to get a subscription right now but I woud have to pay a $10 card to get the actual subscription. Do you know if there is a way to get Poké Transporter by any other way?

PS: my 3DS is under Luma3DS CFW then .cia files are welcome if available in the latest version, hope it's OK to speak about it here :)
