Lapras EX event

Is it only possible to get the lapras EX card from the solo battle event from beating the final deck? I cant beat it consistently with what i have so i’ve been farming the second highest deck and only ever see pikachu/mankey/butterfree from the packs. Opened easily 10+ packs and no lapras seen
