Would you consider this a good job on frehsly plastered walls?

Had a team of 3 come in and skim walls for 4 rooms. Go the plasterer back in as i was not happy with the finish and he kept saying the decorators usually come in and fill and sand before they put paint on. Ive always believed a freh coat of plaster should be ready for decorating. I ended up asking for part of the money back as i have since had to spend days fixing the walls.
