When should you consider upgrading your PC or laptop?

I have an RTX 3050 4gb laptop. It performs well with old games, but with new games released starting from 2016, the performance isn't stable. Either it performs well or performs really bad (especially with games released starting from 2020). It's less by 50% performance than the desktop version and has half the VRAM, so I think it's one of the worst GPUs out there.

I thought about doing a tiny upgrade because I can't do a big one now or in the next year from now. I thought about selling my laptop and then getting a build with (Rx 6650xt/ Ryzen 5 3600/ 16gb ram). The difference in the upgrade is 100$ (including getting a good monitor), and I will get about 80% to 100% increase in performance. I don't care about mobility and it's a temporary build for 2 years, because I'm planning to get a higher one, moving to 1440 high end and give this to my younger brother (He only plays Ark, Minecraft and Roblox, those aren't demanding).

Is it a good move? The benchmarks show me that I will play the games I want with high settings on 60 fps and higher. I know new games (especially games from UE5 like Silent Hill 2 won't perform that well. Medium to high settings with 50 to 60 fps.
