Ram oddities

Lately i've been having harsh fps drops ,seemingly out of nowhere, so i decided to try everything i thought that may be the problem; i restarted my pc, set all the graphics to the lowest, updated my graphics drivers, searched for viruses via windows defender, while nothing was working i found a pattern, it being the more stuff loads in around me in a game the more my fps drops, for example if i am actively moving changing enviroments in games my fps just drop to downright unplayable, so i opened task manager and monitored my components while playing and during a big fps drop i noticed my ram was on 100%, which is odd since i have a sizeable amount of ram it being 16 GB on 3200 MT/s. My ram usage has been very high for no reason, i closed all the extra windows and it still remained high. For the record i usually play gta online or cs2 which aren't really demanding games but my fps still drops to 0 at times. If you have any solutions on your mind, i'm willing to listen please write them down in the comments, thank you.
