Doflamingo Question

If I have Doflamingo as my leader and choose to set the 2 DON!! cards attatched to him as active, can I then use them for event cards like Flapping Thread or Spider Web during my opponent's turn? To my understanding, I cannot do this because I thought you can only use active DON!! cards in the cost zone to pay for event counter cards.
