Can't "Preview Emails" in 365 Defender.

Hey all, I'd like the ability to "preview emails" in 365 for various reasons EXAMPLE.. One of them being to further investigate phishing attempts that users send to our help desk to help me visualize what they're actually seeing on their end.

I'm going into 365 Defender into the "Explorer" section to pinpoint the emails in question, but unfortunately the "preview email" option is greyed out. I checked out this Microsoft documentation Here and it indicated that we need to be assigned the "Preview" role.

I followed the link there, and created a role in "Permissions & Roles -> Microsoft 365 Defender". Oddly, there were no roles here created already so I just created one and assigned the "Security Operations" group to it which seemed to give access to all read and write to users that I add... I really don't think I'm in the right spot here though because I saw nothing about a "preview" permissions.

Next, I tried opening permissions->Permissions in the 365 Defender portal, also following Microsoft docs, and in here there were some built-in permissions, but there are no options to "Create" a new role group... I'm assuming this is the page that I need to be on to try and create the "Preview" role but I simply can't find it and I'm starting to think that Microsoft moved this somewhere and never updated documentation.

Can someone help me out and tell me if I'm on the right track here.. or point me to some resources? Thanks.

edit: It lets me create role groups in the "Microsoft Purview Solutions" portal, but I don't think that's going to solve my problem... And I'm not sure why I can create role groups here but not in 365 defender. Thanks all.

edit2: I verified that I'm a global admin in Azure per microsoft docs here, so I should be able to create a manage permissions on that page, but I don't see the option.
