Is 7:30AM too late to be considered quiet hours in an apartment?

If someone walks their dog every day at 7:30AM outside my apartment window, and talks to their dog, waking me up, would it be considered appropriate that I ask them to keep it quiet? Or is 7:30AM too late to be considered quiet hours in an apartment?
