SSC to PC

Please help.

1.Can Navy SSC Officers get Permanent Commission in Education branch?

2.Can a person apply for Technical Graduate Course(PC)in the Army if they are serving in the Navy as an SSCO?Will they get any weightage during selection procedure?

3.If a person from Indian Navy gets PC in Army through TGC,will they have to pay any compensation ?
