Legacy Tower

I could've sworn NRS said in one of the September Kombat Casts that they were gonna put more palettes in the Legacy Tower?

Can anyone go back and confirm this? Were we lied to, or did i just hear it wrong? I finished it completely yesterday and wanted to try again in the rerun of S1. Got nothing
