Min & Max Heights that Madden sets for generated rookies:

These are the preset min and max for every rookie prospect the game generates in Franchise mode. Eventually, when all active players retire, no player will be under or over these heights per position unless user edited. The only position i'm not certain of is kicker, because I think I drafted a 6'4 kicker once, but other than that, this is what you can expect without any other exceptions to the rule. Also, the generated ratings become similar if you compare prospect to prospect at their respective positions, there should be more randomization for the generated players. I do remember in previous madden's it was different, for instance I drafted a 6'7 defensive tackle in other versions. Now they have a strict limit for some reason. The tallest generated player ever will be 6'8 on offense and 6'6 on defense. I would suggest they stretch these limits but make the min's and max's a lot rarer to generate and as you get closer to the average, they become increasingly more common, basically the chance of a 5'5 RB generating would be exceedingly rare as opposed to the median heights you would expect of 5'10, 5'11, etc. Right now it seems each of the preset heights have an equal chance of generating without any discrimination.
