Stuck on MAG loading screen with x870 tomahawk on fresh build

Built the computer (9800x3d, 4080s, 2x32gb gskills ram and an m.2) and post. Updated bios to latest(1A24), post again successfully. Installed windows 11, booted fine. Had trouble with the ethernet and wifi not reading. Restarted, and cleared cmos, rebooted ethernet adapter and that worked. Plugged it in to ethernet and installed windows suggested updates. On restart from updating, it stuck on this screen. Tried rebooting after 15 minutes stuck, no luck. Could still get to bios, and I've heard some issues with the newest bios, so I downgraded to the last version(1A2). Still freezing on boot, so I reinstalled windows fresh. Got through windows install until (since it's hooked to the internet now) it went to auto check for updates as part of the install. Restarted after updates, and froze again. This time I never got to see the desktop, so I don't know if it would've made it sans updates.

So... anyone have any thoughts? Is this a motherboard thing, or a different issue? Anyone seen this before?
