A question for the chemistry people

How tf do I study for this subject. I'm sitting at a FOUR, a FOUR in HL chem and the externals are less than a month and 10 days away. It feels like no matter what I do I'm not improving my level in chemistry at all. The thing is, I feel like I don't have enough time to go over the whole syllabus AND solve past papers. It's this like annoying middle guy where you can't just mostly memorise/study (like bio) or just solve (like math) and have to do both. Any advice?
