Car Loan

Hey, guys! I am a foreigner living in Finland, i have been here for 9 months and in need of a car. What would be the best option of getting one? Preferably i would need a loan for the car, but i am not sure if any bank or car dealership would aprove one. I heard from a friend that you need to be living here for at least a full year for anyone to consider giving a loan. is that true? or should i just apply in my bank (Nordea) or a dealership?
