When swapping consoles, do you have to start over completely?

Sorry if this is a dumb question.

I really want to swap to PC - I'm tired of how badly the game performs on switch. But I've had the game since it released on the switch, I even have all the special outfits for DLCs.

Would I have to start completely over, buying all the DLCs, signature bundles, and dream bundles over again, or is there some sort of account I'd have to set up so all my data can transfer over?
