PayPal Debit Card Load Woes

I signed up for the PayPal Debit Card a few days ago to get 5% back on groceries but I haven’t had much success loading it with my credit union’s debit card or bank account. I called them but they say to call PayPal, who I doubt would be helpful. I’ve only managed to load $10 3 times, it’s like I have a hard cap on my account. Anyone else have issues or suggestions? Could this have anything to do with being new to PayPal or not having the physical debit card yet?
