Chase making it hard moving money to external account

Trying to move money from Chase to external bank account for several days now and Chase makes it almost impossible to do via app/web. I don't think I will keep more than $5k in Chase account after that circus.

First I moved small amount to the external account via "real-time" transfer - that worked. Then I repeated the transfer and they locked me out of app/web, so I had to talk with support to unlock it. You would guess that would be enough to allow further transfers to that external account. But no.

Then I tried to move the rest via regular 1-2 days ACH. After several hours, they called me at inconvenient time and I sent them to voice mail. They canceled/rejected the transaction and told me to call customer support. I did that. They reviewed the transaction and told me that it was canceled because they are having problems with ACH (!) for several month (!) and some transactions just won't go through randomly (!). Suggested to retry the transaction. They also verified my identity, so you would guess that should be enough to confirm that I want to move money to that external account. But no.

I tried to move the same amount again via 1-2 day ACH. They called me from Fraud Department to attempt to confirm my identity. I said that I will not provide any personal information to a random incoming caller nor I will tell them confirmation number received via SMS. You can do this only when you are calling the number of your choice, not when replying on incoming call, especially when you don't expect one. After the call, they canceled the transfer and locked me out of app/web again.

I read they had some liquidity challenges - is it that bad? It's hard to justify the situation purely from safety or security perspective. Looks like bank is OK with making it harder than necessary.

UPDATE: Called them again to unlock the app/web. Support claims that it's not possible to do this transfer, even after they have verified my identity. They suggest wire transfer (has fee) or check deposit (takes several days/weeks). There's no way I'm keeping my money in Chase after that. Credit cards - sure, didn't have issues with them. Checking/savings - hell no.
