School categorized my son as autistic, the pediatrician is not convinced. What do you think?

My 33 months son has been developing well with no concerning signs until about 18 months when my husband was laid off and we had to travel countries to stay with our family in the span of 7 months we moved to 7 houses. Due to the frequent moves, It was hard to support him and continue with our routine nor I was able to cook and take care of him I should . During that year I felt like he did not developed well. After my husband got his new job and we established I had him evaluated by early intervention as his speech was very delayed. His currently receiving speech therapy and I’m not pleased with the progress as the therapist mostly talk to me and explain what I need to do. As he is approaching three years he was evaluated by the school district that determined he is veeeeery delayed and speech and also autistic. Based on his interaction with the team showing interest in spinning toys, and also looking closely with his eye to the table?!
Gross and fine motor and problem solving are within the typical . Other than the speech delay, my son loves to run and see his reflection on the walls, occasionally spin for fun and look through the side of his eyes as runs. I have been searching and it’s seems like visual stemming. However, my son makes great eye contact and quite social and likes to play with his sister and other kids. I consulted with his pediatrician who wasn’t convinced with the evaluation and said it’s a soft call for an assessment by a specialist but the wait is 12 months. My son also is an eloper that loves to runs of and wonder. I’m stay at home mom so my son is not getting lot of exposure and interactions.
From your experience is visual stemming and speech delay enough to make the diagnosis and also who is the best specialist to make a thorough diagnosis? Pediatrician developmentalist, neurologist or child psychiatrist? I have been a mess as I don’t know how the future will look like for my son 💔
