Would the referendum have succeded if the recognition of the indigenous and the voice were separate?

IMO the Voice failed due to the fact that people didn't want the indigenous recognised via an advisory body, but the indigenous are recognised as themselves. I believe a lot of older Australians who are 40 and over would have remembered the last time a voice was offered by ATSIC and how it failed, which made them unwilling to have that permanent body forever. When you throw in a lack of proper infomation on what would the Voice's dutys would be it made Australians unwilling to appove a monumental decision.
