how can somebody never be identified?

I write this about a women who was found brutally killed in a forest in Goudhurst in Kent, Nobody ever knew who she was , this was way back in 1979, SURELY we all are known to somebody. a family member, a landlord, a housing association, , she was somebodies mother , somebodies daughter , She must have worked in her lifetime, it is just so sad
