Is Swatch Bharat even possible??

I had a very weird experience today, so my work place is only 10 mins away from home and I walk from my work to home, so today when I was walking back home, I needed to throw some garbage from my bag so obviously I was in a search of a dustbin and one eatery had a Dustin outside, so I naturally went and thew the garbage, now the owner of the eatery started yelling at me and he said not to throw garbage in his cafe's dustbin and I was literally shocked as there were no other dustbins around and I apologized and walked away. But the whole time I kept on thinking what wrong with this uncle or should I go back and say something to him, are these ppl charged by the weight of garbage they dispose or what, I am literally losing my mind over this cuz how can someone yell at you for throwing garbage in a dustbin even though it was not from their cafe. Does this make sense to you guys or am I overreacting. Plsss give some thoughts
